The highest you can do without cables is 8''. Your stock bars are 7.5''. You will not gain much without ponying up the cash. You can save a lot of money by buying the parts and doing the install yourself, or you can find an indy who will do it for a significant cost savings.
The recommendation of everyone you will ever talk to is - Get the bars that will be most comfortable to you. Don't skimp because of the cost. If you can't afford it now, wait until you can. You will never be happy getting the lower bars and you will end up spending more money in the end.

I put a set of 10" on my 08 Ultra. Didn't have to extend anything. All I did was reroute the clutch cable outside of the fairing. Got the bars from Dennis Kirk. Were like $80 or so. I also changed out the riser bushings while I was in there.

i would suggest wild onz, i put 14s on my fxstc......i only had to extend the wiring harness but thats because the previous owner had already extended the cables (he had apes on there before then changed back to stock to sell them) putting new cables on wouldnt have been that much work since i had it all torn down anyways. You can do it youself, its a ripoff having someone else do it. Just take it one step at a time, and the main thing is give yourself time and dont be in a hurry. I did mine over the winter so each night id just go in and do a little more til it was done. I think if i would have done it during the summer knowing me i would have prob broke something because i just wanted to get back on the bike. i seriously dont get why they charge so much, especially since they have all the tools....lifts....and experience to do it. I would say its def doable from start to finish in a day if you spent like a whole SAt or Sun. Really the time is spent just pulling the wires through the bars, soldering the wiring harness and taking everything apart/putting it all back together again. Its not rocket science, pretty straight forward stuff.
