Hello and welcome.
Remember we can not see, hear or touch the bike.
We have no idea about miles, changes from stock and zero idea about ownership history.
We have no idea of when bike operated correctly.
Right now we only know you may have a 2003 Road King
You state: It will not start. So we have no idea what that means to you..Does the starter turn over?, Does starter turn over but bike does not start? Does it just click?
That you smell fuel in the carb .....That would be unusual since bike is fuel injected.
If you want assistance...Consider sitting down, think for a while and then come back with detailed information.

It is carb. It was running fine bout a month ago. Started running like it was missing. Tried to start it a week ago, would not star without enriched on,if you pushed the enricher in it would stop running, then I had to have enriched in and throttle engaged to run. Sounded like it was running on one cylinder. What's your thoughts?

Unusual for bike to be carb. since the factory did not produce the bike in that year with a carb.
So now we know that bike is not factory and that someone changed the bike from Delphi fuel injected to carb.
We do not know ownership history so we have no idea of how it was converted or why.
We now know that bike apparently WILL start and that title is incorrect.
You may have a fuel delivery issue or a gasket issue causing air to enter.

If you are smelling fuel, it's most likely NOT a fuel delivery system problem unless you have a stuck float on the carb or the main jets is wide open dumping gas. My experience with carbs is that if you can smell the gas you are getting gas and maybe too much. I have an 03 RKC and it is fuel injected so as IM said, something has been changed. Easy to check if its missing swap plugs and see if the same cylinder is dead. You can always go the old route and pull them both, ground them, roll the bike over and look for spark. May not be good for a twin cam but worked on my shovel and ironheads when I was looking for spark. Im thinking its flooding itself out. If you have an S&S carb after sitting a long time the float would stick and keep everything open. Great carbs though.

final drive:
The carb probably needs a good cleaning and has plugged up low idle jets. If you are not into mechanics, take it to a dealer or Inde.
