I myself have never been stopped.
I have witnessed people being cited once. It was a few years ago (maybe 5 years ago.. times goes by fast) when I was visting Fisherman's Wharf in San Francisco. I was on foot.
The SF PD bike units (or maybe they were CHP.. don't recall to be honest) were sitting there stopping any loud bike that went by, they'd yell at them to pull over and the debate about loud pipes began. They had several bikes pulled over each with their own traffic officer holding a ticket book.
Not sure what vehicle code they were writing tickets for but they were definitely discussing loud exhaust with the riders.

The used to run "noise" sting operation out at highway 9 and Skyline Boulevard (hgwy 35), but that was like 16-17 years ago. Since then they seemed to have stopped doing that type of harassment on a large scale.
Now they only mess with you if you are stupid. Like pull up next to them at a stop light and start revving your engine or be obnoxious in a residential neighborhood. Stuff like that.
Mostly the CHP has plenty of other things to worry about nowadays like cell phone drivers. That is a much bigger safety issue than loud pipes...

NO..BUT
I ride conservatively on the city streets..Don't need to blip the throttle, run it at high rpms ,show off.,etc..BUT .I'm old and still enjoy riding.. Just want to ride

Both of my bikes are pretty loud. The Fatboy specially. And I ride everyday!

If you run loud pipes, you need to be selective and judicious with the twist grip. Use loud exhaust as a crutch for your small phallus, you will get stopped and harassed.
