I have tried many tire/wheel combinations. A 16" rear with 17" front works best in my opinion. That is standard equipment on H-D Police bikes like my FLHP.
Many wheel take-offs available on eBay.

Taller sidewalls with bias ply reinforced tires provide better comfort and better grip on "real" roads with tar snakes, cracks, uneven surfaces, road debris, etc.

I love my 16" wire wheels on my Revival but would like to get away from the tubes for peace of mind when far from home. I won't be making the switch until the fall and I agree that this combo will work great.

Has absolutely everyone replaced the fantastically new 19" front wheel at the baggers with a 16"? Can it also be performed! I just do not think I will like the feel of the huge the front tire when I lower the motorcycle so that it fits me. I am additionally going to should lower the returned give up, and I do not want a chopper!
