2000 fxst when adjusting the pre load is the housing suppose to turn with the adjustment plates or not

Yep, the housing turns.

I turned mind all the way out and then took some while paint and made a mark at the bottom of both shocks.

That way I know if I turned the left one 3 turns I needed to turn the right one 3 turns.

I've since swapped them out with the Progressive 422 RAPs so now when I make an adjustment all I have to do is turn a knob by my left passenger foot board.

I highly recommend the 422 RAPS.

But to answer your question again; yes the housing turns.
