I don`t use high strength locking compound on anything on a Harley Davidson.
A new bolt with proper locking compound applied, clean threads inside the hub, and the proper torque.

Just clean the threads in the pulley and use the new bolts as they are.
Just for the information, RED Loctite is designed for a permanent assembly, once cured it's only removable by heating up. BLUE Loctite is a general threadlocker designed for disassembly.
