From experience, have the pipes grit or sand blasted, then heat proof powder coating.
For me, it's only been mufflers not header pipes with powder coating.
In any case, if you're doing header pipes, the chrome will need to be roughened to allow any paint to adhere to the surface. I've had success with VHT exhaust paint in the past.
Not real durable, but cheap enough to recoat when it begins to look a little shabby/worn.
For the longest-lasting finish, we would recommend finding someone locally to ceramic coat it. Powder coat doesn't usually do too well with prolonged exposure to high temperatures.
