Default Softail lowering bolts

hello I’m sure this has been brought up a million times but I just picked up my 08 train and it has rear lowering bolts . My question is if I back off the forward nut to lower the bike how do I tighten up the nut behind the mount to compress the bushings. It looks like the 2nd nut is part of the actual bolt? It doesn’t seem like it would be left loose. I appreciate any and all help.

the jam nut is directly behind the frame bushing. it is a little hard to see cause there is a lip that covers it.

Thank you I’m thinking thier should be a jam nut but it has the big nut against the shock cover and the a nut that is part of the shock bolt then a nut on the other side of the mount. It looks like if I adjust that 2nd nut it would spin the bolt out of the shock cover.

The p.o that installed this must not have thread the provided nut all the way down then install the bushing and then reuse the original nut to re mount them
