Pretty sure it is for sale by a car dealer. Look at the cars in the picture. You can do way better than that. Try not to put too much importance on the 4K miles. I saw several in your area with under 20K miles that are truly for sale by owner and way better starting price.
A well maintained 20K miles bike may well be better mechanically than one not riden much. They are made to run not sit.

Just keep checking craigslist, patience pays off. I just brought home a 2010 heritage classic with 5k miles on it for $8700 here in the detroit area. Initially i wanted a fat boy, but i started looking at heritages as well after i couldn't find many 08 or newer fatboys from private sellers (unless i wanted a fatboy lo, tons of those were for sale).
