If you have full coverage, it will be covered, minus your deductible. We lost a Rushmore Hardbag we have on my wife’s 09 on I70 last year, and State Farm covered it. I just had to get an estimate from an HD Dealer. The estimate was the toughest part as they know you will source a used one. -Had to pay $75 for the estimate. - Crazy, but true, ALL my local dealers wanted to charge for it, but did include it in the replacement cost.
Had the check sent directly to me, and bought a used one and got it painted For no $ out of pocket.

Replaced my stock HD RK Classic bags with Viking Bags but then lost one on a ride. Replaced it with these Vivid Black Fat *** Wide Stock Complete Hard Saddlebag For Harley Touring

They look nice enough and they have a lot more room that either the stock or the viking bags. Fit well without any mods or adjustments.
