Look at mine. They will work this way. I removed the detachable hardware, and just bolted them on, but they will work in the configuration that you are asking about.
When you use easy brackets to mount your bags they use the detachable system as their mount point. You can then buy the bags you want and attach them to the easy brackets. I bought Saddlemen bags which are inexpensive but look and work great.
I have the quick detach rack and sissy bar on an 03 Fatboy with easy brackets and Fox Creek Leather bags. Also have Memphis Shades Batwing Fairing. In about three minutes you can go from touring bike to cruiser or vice versa. If you put many miles on you might want to consider a Mustang Vintage Wide seat. IMO it is the best for comfort.

Same setup here. Had some economy Saddleman bags mounted to the brackets for awhile. Found some really nice used Leatherworks bags and have them mounted to the brackets now. Almost any bag can be mounted to ez brackets.
I looked up the easy brackets. Seems simple enough. So, just to make sure, the easy brackets will attach to the factory docking stations that I have now for the HD detachable sissy bar?
If so, is it possible to have both the sissy bar and brackets on at the same time.
When I installed the docking station, I had to move the turn signals to the single bolt on the strut. This will allow most bags correct? I don't want to relocate them to the rear.
