I pulled my factory strut bolts and replaced them with stainless steel cap screws. HD uses a yellow loctite on them. Not sure what strength it is, I cannot find it anywhere.

If none of the above work for you, you can try screwing it inward. Give it a good wack to break it free first. The bolt will go all the way through if it is one of the top 2 bolts above the tire. When you get it out, run a tap through the thread to get the hardened yellow loctite out.
