19.36 is the reading you get from the heater in the o2 when it warms up. seems you are not getting the data from the o2 sensor. yes sensors can go bad.

i got the email from zippers and they said to check the grounding on the pipes. did you use new gaskets on the pipes? maybe run a ground wire to the header bolt.

did you use new gaskets on the pipes?
yes...still need to check for a leak
