Default Scratches on Brand New Rear Rim

I recently installed new set of RSD wheels. They have less than 100miles on them and the rear wheel is starting to have vertical scratch lines racing from the inside of the rim to the outside. I have no idea what could cause this. I am about to call RSD. Anyone have any ideas? Pics attached.

Thanks,

Scott

Almost looks like the powdercoat didn't bond...sux, but RSD will make it right - for sure.
