The cutout does not go on any special orientation.
The cutout on the HD filter wrench really does work and provides just enough clearance to prevent sensor damage. To use it properly the wrench fits over the filter with the cutout oriented at the sensor. You then rotate the wrench, but not any farther than the cutout provides clearance for. Then you pull the wrench off the filter, rotate it so the cutout is re-aligned with the sensor, reinstall the wrench and rotate again. Repeat until you can spin the filter by hand. It works!

Makes sense. What is the sensor orientation? 12 o'clock? 6 Oclock ? This is not covered in the newest shop manual.

I can see if you have an cooler adapter on your housing the cut-out would come in handy. I tilt mine a bit and it slides between the filter and the sensor and doesn't touch anything. After its broke loose I remove the tool and spin it the rest of the way buy hand.

I use a strap wrench. Holds tight and does not get in the way of the sensor.

I will be using K&N filters from now on, since they have the hex-bolt on the end for easy removal. I put the filters on by hand, so they usually come off that way too.

Craftsman Strap Wrench, Small

Sold by Sears
This works pretty well if the filter is fairly clean and oil free on the outside.

Have you tried getting the bike hot. Ride it for 20 mins then give it a try.
Or use a flat head and punch it. That has worked for me in the past

+1 This be for sure why U need one with the cut out.

I use one with a metal band to remove the filter. I loosen it first then take the wrench off and hand remove the filter.

Uhhhh,,, Ur supposed to just loosen it a little bit and then reposition the wrench and do it again,,, like a ratchet.

Not just start turning it all the way around.

I have one that looks like a pair of channel locks. They were cheap. Maybe try them
