My bike didn't come with passenger pegs

I think they were removed for the exhaust system. I want to install floor boards but I am not sure if they will hit the pipes. Any ideas? Here are some pics. In one pic I have a 4 inch carriage bolt threaded in.

that looks pretty dang close to me,maybe the camera angle. I have a 04 heritage with v@h longshots and rear floorboards that have plenty of room. most pipes come with new with brackets for the rear pegs if clearance is a issue.maybe ck with the pipe manufacturer

V&H don't come with new brackets I don't think but they do come with one extension for the exhaust side of the bike.

Check out Kuryakyn flip up boards and brackets(sold separately) at dennis kirk.. the mount bracket can be rotated into multiple positions and the boards have 5 different, or is it 6 mounting holes that can also be rotated into multiple positions.. on my FB the left rear board does come close to the primary, but it clears the 2-1 exh with no problem..

The chrome kit from Harley is $130, the black one is $50... $80 extra for chrome on such an obscure part is silly, and with your clearance it'll be hard to keep clean and polished.
