1996 Sportster Electrical issue should be simple!!
OK, so this should be relatively simple but since its electrical so not so much.
Here is the issue: Bike starts fine its the headlight and brake light that does not work..oh and I just put a brand new battery in. The weird thing is I went for a ride I shut the bike down and heard a clicking sound 2 clicks that's all (its a little relay under the seat). Then I noticed the brake/running light and headlight blinked!!! Stay with me, the ignition was off. I don't have a key just an on/off switch. So I am at a loss as where to look, I pulled the small metal relay to see if it was blown but since its a metal fuse all I could do was check continuity, looks good.
Any thoughts please....I can't ride until I get lights.

My wife's uncle, WWII navy guy, made me a diagnostic tool out of a junk yard 12v buzzer with two 6 foot leads that end in alligator clips. Need to test for power to something that you can't reach? clip one end to a Screwdriver. How about testing for power inside of a connector, clip on a big sewing needle. Looks like crap held together with black tape, its now 40 years old and its still the first thing i reach for for electrical issues. It is loud enough to wake the dead. No need to look down at a volt meter.

Did the 'clicking sound' come from a circuit breaker?

I'm not sure how your bike is wired. On a stock bike, there are 3 leads going to the key switch. One (usually RED) is battery power to the switch. Then there are usually a Red/Black Stripe & a Red/Gray Stripe that goto the fuse panel and provide power for Ignition, Instruments(Speedometer) & Lights. They Red/Gray usually provides power for the Accessory (Brake Light, Turn Signals, Horn)
