ok. well what have you already tried or reviewed so we don't keep asking you about things you may have already done/tried.

- new ECM
- new fuses
- all connections checked

I appreciate it. I have checked and cleaned the electrical connector from the tank, replaced most of the fuses ( I am going to replace the Relays next), I have taken the air filter off and tried covering it with my hand while I tried to start it, the Harley shop put a new ECM on it ( that didn't fix the problem), new spark plugs, no fault codes on the odometer.
The overflow tube on bottom of the tank dry rotted off and is not currently connected to the tank. The bike has fuel.

After reading your initial post can you confirm that you do not hear the fuel pump priming?

The bike was fine before the gasket change?
Depending on the above start with the simple stuff.
1) You've gas in the tank.
2) Disconnect and reconnect the quick release fuel line fitting.
3) The plugs are sparking? You need to use a spare plug or an inline spark tester to do this as plugs must remain in cylinder heads as the ECM/CKP needs to sense compression to allow spark.
4) As you know the starter relay works because the bike cranks, swap it with the system relay. The fuse box area on this year bike has issues with corrosion.
5) Check for trouble codes via speedpmeter diagnostics.
6) Check the battery connections are secure and also the ground cable on top of transmission. Also the secondary earth at the back of primary cover.
7) If you have security, are you sure the dealer married the new ECM to the TSSM. Usually the bike will attempt to start for a split second and then cut out if not married. I'd be surprised if the dealership hasn't done this as it's a bit of a no brainer but can't hurt to confirm.
8) Battery has a good state of charge.
9) The engine light comes on for approx 4 seconds at key on and goes out.
10) Check for actual voltage across the fuses.
These are some things you can try with out taking it to the dealer and depending on what your results are may highlight a more direct approach to solving your issue.

leave the plug out and put the plug in the boot . with the plug connected and out hit the start button just long enough to see if you get spark on the plug. either let the plug sit out of the cylinder/jug for a while or dry the gas from the plug . DO NOT rest the exposed plug near the hole in the jug or you will have bigger problems if it has spark.
