Battery reads 12.84 volts. Ignition turned on and flashers and signal lights all flashing and no starting. Large noise when start button is hit.

 

You need to describe the noise. Banging, clicking, grinding, .........?

 

A possibility is that your 'large noise' is the starter relay clicking, which indicates your battery is low on power. When did you last ride your bike?

 

Or he's got a stripped starter clutch gear (bendix). Fairly common on the 1200's. I stripped 2 of them in the first 25K miles, then replaced the starter with an All-*****. That was almost 100,000 miles ago, and no more starter problems.
