2009 1200XL won't start

My 1200 XL won't start. It's a 2009 model.
The battery is fully charged. I have a new battery in the key fob and gas in the tank. Battery connections are cleaned and tight.
When I insert the key, the red key light appears on the instrument. The small engine symbol lights for a few seconds and a whirring sound comes from below the tank. This indicator light goes out. Normally at this time, pressing the start button with the bike in neutral and the engine starts.

Instead of starting, both turn signals begin flashing (That's the HD security system). The engine does not attempt to turn over.

Any suggestions to get my ride going?

Double press the key fob to turn off the immobilizer ? I know this might be obvious but you don't mention it in the above procedure .

There is nothing to press on my key fob. No buttons. just a case with a circuit board and a battery inside. Yes battery polarity is correct.

Ive read on some other threads that the proximity of the fob can be an issue- try putting the fob right next to the security module. Or maybe something reset or needs to be reset when you changed the battery in the fob? Can you manually enter the start code with the speedo?

Press both blinker switches 3 times together. Then the right alone once, then the left alone once. See if it will start. The only other thing I know worked on a couple buddies bikes has been press right blinker 3 time, left 3 times, 1 time the rt blinker, 1 time left blinker. New batteries can be junk. I'd try another in the fob.

Guys, I appreciate the suggestions. I have tried to solve my problem using every suggestion offered. It still won't start.
I called the H-D help line. After going through their check list, they suggested that I take my bike to a dealer for service.

I am open to any other suggestions anyone may have.

Thanks.
