I own a 2000 883 hugger and also a 2002 883 hugger. The 2000 has buckhorn handlebars. Were these "stock" for that year, and if so, what is the Harley part number so I can order the same set for my 2002 hugger.

Yes, the buckhorns were stock.
Harley Part # 56081-82A for the original stainless steel version. If you want chrome bars, here are the specs:
tip to tip 25.5"
base width 10"
rise 8.5"
pull back 9.5"
knurl center to center 3.14"
