Changing rear fender on a 2004 Custom

I will be changing out the rear fender on my 04 Custom. I have the manual, but not with me, I am in NY..... Bike and manual in Florida. Can you tell me if I have to remove the rear tire to do this ??? Do I need any special tools other than the normal ??? any tips to do the job ?? Thanks in advance for your help. Be Safe JIM

Doesn't look too complicated, here is an exploded view if that helps.
