Headlight modulator?

IMO, i have seen bikes with these on and they are one of the most annoying things to see coming at you or following you. They pulse too fast to be mistaken for a go ahead signal and im pretty sure its on all the time ie:no on/off switch. You will definately be seen but the cage that sees you might try to run you off the road for POing him. Good luck
UPDATE: I was wrong about not being able to turn the modulator on and off, it appears you can.

Don't do it. I have seen them on other bikes and it is annoying, also if you are coming up behind someone it could be mistaken for an emergency vehicle. And if you run across someone coming toward you they will be focused on your flashing light and may actually come into your lane because you tend to steer where you are looking. That's why cops get hit on the side of the road all of the time.

The one I am getting only turns on when you hit the high beam. Then, it modulates from all high, to 17% of high. It seems like there are a lot of arguments against them; pissing people off, annoying them, etc. The point is, that I will be seen.
I think that running with the high always on increases your chance of getting hit http://twowheelsoapbox.com.
I don't think the link worked, anyway it is dated May 31st, 2007 in this website.
