When you say 12volt,is your meter showing like 12.7 or 12.8
if your getting 12.0 your battery is almost dead.
you probably know that anyway just trying to help.

I was getting right around 12.5, but I also tried the ignition with a battery charger hooked up to the battery. Good thought tho, I could have easily missed that.

Might want to check that everything is properly grounded. I've had what seemed insignificantly light corrosion on my negative battery connection interefere with starting up right after I stopped to open my garage. Just shut it off, would not do anything until I pulled the battery and cleaned the contacts real good.

Alright well I got home tonight and played around with it. I disconnected both ends of both battery leads, cleaned them, and reconnected them. Alsyo cleaned and reconnected all four wires leading into and out of the circuit breaker. Reconnected everything and still no power. I disconnected the battery and substituted my car battery in via jumper cables, still no luck. When I took the volt meter, the batter put out ample power, and the bottom terminal of the starter that leads to the circuit breaker had power. The top terminal of the starter motor that leads to the circuit breaker however does not put out any power. Any ideas what might cause this?

There seemed to be two fuse boxes. One had fuses ranging from 10-25 amps. The other which had red wires leading into it lead to a seperate fuse cluster with two regular fuses and two five pronged fuses. I'm assuming the two black five pronged fuses are the 30 amp ones?

Since there was two of them I switched them to see if one had gone wrong. Still no power. Is this the correct fuse (P/N 31522-00)?

These fuses seem to be after the circuit breaker. It seems like the power isnt making it through the starter. The ignition terminal ontop of the starter doesnt put out any voltage.

no, you are looking for a two prong fuse,if the fuse going to switch is blown you will not
have anything,if you have a test light or a meter see if you have power going into your
ignition.

Checked that, they seemed fine. But I'm pretty sure I narrowed it down to the starter. If I connect the ignition cables coming out of the top of the starter to the battery the lights turn on, and I have full power. The voltmeter shows power going into the starter, but no power out.

Hmm I still cant seem to find the main fuse. I pulled the battery out and looked all around the cavity where it sits. Only fuses I can find are on the right side of the bike near the ignition module. Is it under the mesh insullation?

If the fuse was blown wouldn't I not have power when I connect the ignition wires that come from the top of the starter directly to the battery? All that is doing is bypassing the starter.
