Got it
Ok well I did figure it out, had to go straight Ghetto on it. For anyone with the same issue, you don't have to take anything off. Save yourself money and time. You'll need bubble wrap and some plastic (sandwich bag.)
Step 1. stick some plastic in the allen wrench hole of the bolt.
Step 2. press allen wrench into bolt snugly (small allen wrench.)
Step 3. unplug three smaller electrical wires (turn signals) going to rear fender.
Step 4. run electrical wires under seat frame (get them out of the way)
Step 5. reconnect wires.
Step 6. gently move allen wrench and screw under frame from the battery side.
Step 7. push screw (with washer) through frame hole.
Step 8. push screw up as far as it will go and shove bubble wrap underneath.
Step 9. push all electrical wire into place.
Step 10. slowly put mounting bracket over hole, set in place.
Step 11. brace the screw as you place both washers on and tighten nut.
Step 12. allen wrench acts as a lever as you tighten the nut.
Step 13. oh forgot, wrap allen wrench handle w/bubble wrap, no scratches.
Step 14. insert front bolt and tighten.
Step 15. from the back side, use something to remove bubble wrap from frame
Step 16. help me figure out how to get my allen wrench back as it is stuck in bolt under the frame dressed in bubble wrap.
