I'm not sure what year this is from but I'm positive it's a sportster as it came off of one. I was going to use it to make a custom bracket but never had time. $35 to whoever can use it, thanks!

 

That looks like a bobtail fender rack. You might have better luck asking the evo forum.

Dyna Wide-Glide rack. Probably, 1999-2005. They had Bob-tail fenders.
