Guessing Miami Florida south beach.
August for south beach...rather extra extra extra warm time of year for jeans,boots & gloves.
Especially when little things like MOTORCYCLE PARKING seem like they may not be planned correctly.
Would seem like promoter teamed with less than a handful of bars to promote the "event".
Review of the event on the internet..seems like promoter requested no permits??, there are questions regarding $50 VIP package and what it includes, local police were unaware and chamber of commerce knew nothing about it ? ?
Almost seems like a non-event promotion but they are still seeking sponsors based on website ? ?

Quick review of this. Useless.
slightly longer review - waste of time, too damn hot, no clue what was going on because we couldn't tell. There were a few bikes parked here and there but there were no signs or cordoned off areas so for all we knew nothing was happening anywhere in South Beach.
My bike was close to overheating and the rear cylinder shut down. Then we got stuck in traffic on I-95 going home and the rear cylinder shut down again.
We'd already ridden to Okeechobee and Cafe 27 this morning then down to South Beach. I was glad to get home.

Sounds like it was pretty much what I expected it would be with no organization and South Beach's parking hassles and tow trucks.

Some of them took over an hour and a half to find a spot.
