What is this?
I was in northern Wisconsin and saw this for many miles.
We all know what "tar snakes" are, but this looks like paper all over their road but it was laid down on purposes. This is not a toilet paper spill or anything.
It was for miles and miles. Almost like they put down a line of black tar in road cracks then put this paper looking stuff (but I doubt it is paper) over it.
You can see areas where it loops upward a bit and then back down.
Any ideas what this is?
There were NO crews in the area. No barriers or anything indicating any work is being done on the road.
I'm baffled.

It is put down on tar snakes so your tires don't pick up the tar. It gives the tar some time to cure.
Don't know what it is made of. It's biodegradable so it not made of plastic.
