I was going to remove my seat. I removed that bolt in the back and then after a closer look, it appears that that grab strap will not come off unless I remove the bracket for the saddle bag. I cannot believe that you cannot remove the grab stap for the seat without completly removing the saddle bags (ok, one saddle bag)
note: if you have leather bags like a Road king classic..double check that the bags are not set too far back and touch the chrome turn signal house in the back of the bike....or as you ride the vibration and rubbing of bag against chrome turn signal house WILL mark your bags...look at the bikes in the dealers and at meets and notice the melt/heat little circle on the bags..even worse if you have the blinkers set-up as running lights...i do not know if hard bags would be the same.
