Default 07 Road King Classic front wheel question

I was wondering what side is the valve stem suppost to be on? I removed the front wheel yesterday as I am taking it to work to dismount the tire/tube for truing and will replace with new tire and tube. I noticed when I put the wheel in my truck that the rotors were reversed where they are. The tires have been changed once before I bought the bike, and Harley just had it off this fall and never noticed it. Did they remove the rotors to change the tire last time and just put them back on the incorrect side or did they mount the tire backwards and just reverse the wheel when they installed it. Also do you have to remove the rotors to change a tire, on my sporty the tire machine at work had enough clearance not to remove them. By the way the arrow on the tire was going the right way.

Sorry the valve stem was on the right side, same as the rear wheel.

The rotor is on their backwards due to a service bulletin. It reduces brake squeal thats why they are on their like that. Its best just to leave them that way
