The 02 is preferred for the temkin bearings, but really few riders had trouble with bearings. I suggest the 02 because 03 owners ask more for the anniversary year. Don't worry about a rear stabilizer unless you ride the curves fast and hard. My 02 with a stage 1 had more pep than my stock 09.

Did you check out Chopper Exchange, great source to price bikes, and a plane ticket is cheap to save some $$$. Low mileage and good service records is most important, 1999 to 2004 will be your best deal and most reliable on a budget.

I have an 03 RKC Fuel injected. It's the best Harley I've ever owned since my first in 1984. I drained it and put in Mobil 1 from day one.
Only a couple of small things have had to be replaced...notably: The saddle bag supports are known for breaking at the 90 degree bend at the bottom mount to the bracket that goes under the rear fender. If it does break, replace it with the aftermarket support that has the beefed up weld at the bend. I think it's a Drag Specialties part.
Do the maintenance and it should be a great bike for you. And just check to see that the previous owner kept up with oil changes, primary adjustments, and other routine stuff.
If the bike you're looking at has aftermarket headers as well as mufflers or especially anything more than a stage 1 mod, check to find out if it was remapped at the dealer when the headers were changed out.
Of course, other performance mods should be checked out for installation procedures as well.
