2005 Harley Davidson FLHTCUI EFI Ultra Classic, has 16"x3" stock wheels front and rear, Can I replace the stock wheel with 16"x3.5"

It would be wise to check what you write before posting it! As you are limited to the sizes of tyres you can fit to 3.5"x 16" wide rims it is unlikely you will have any problems.
