There were inserts to fit inside the fender arch. I thought they looked OK in a kind of '50s leadsled way. Can't remember the maker right now.
To do it properly, Shovelhead FX-style, requires some welding and moving the shocks mounts forward, and using shorter shocks.
It's been done and comes out well, but it is work.

Because Harley does not sell a big bike/Tourer without them ... because he does not want to risk losing/damaging them while not using them?
I often run with just one or none saddlebag because the gate to my secure yard is too narrow to get thru with both on!
Why would you always carry two empty suitcases with you when you go out?
Sorry, I can't find those fender filler panels I mentioned. Unfortunately the search engines are swamped with the rear end fillers that everyone and their dogs makes, and which came out after them.
Something like this. Try QSK ... not sure what it stands for. Ah, Quick Skirts. May have gone out of business.

Re-considering those pictures, I think that bike actually looks pretty good. However, I think I'd take it further and offset the covers with an FXR type twin 'cross-pipe' mufflers on the right hand side. The FLHs basically being a "big boys' FXR frame.
That way you could ditch the muffler supports.
