Good afternoon everyone.

I purchased a used 2004 FLHTCUI about 3 years ago. Had low mileage (16,800 miles), everything looked great, had a local shop close to me take a look at it and they said it looked excellent for it's age. Guy told me he was the second owner and that he had been diagnosed with a heart problem, doctor told him not to ride anymore because of it. I had no reason to disbelieve him, so I bought it.

I don't ride all that much, just short local rides around SoCal. I've put almost 2,000 miles on it and it rides great.

This Tuesday, I went on a Never Forget 9/11 ride. Everything was fine, having a great time … then 3/4 the way thru the ride, throttle cable broke. No biggie, figured it isn't that uncommon and the bike is 14 years old, things happen. Got a ride home, picked up truck & trailer … grabbed bike.

This morning, I contacted the local Harley dealership to order a new cable set. In talking to the counterperson, he asked if I had cruise control … I said I had the switch, but never used it because I didn't know how to activate it … I didn't get an owners manual when I bought to bike. He said it was simple, "just turn on the switch, a light comes on in your tach saying it's on, push the set button". That last step is where he lost me. I told him I didn't know which button was the set button, he said he had his bike at the dealership with the button, to come on down so we could figure it out.

I drove down to meet up with him, we walked over to his bike so he could show me how easy it was to set. At that point … I realized that I wasn't an idiot. There was a button on the right handlebar for the cruise control that I didn't have.

I took pics of the bike, controls & cables before heading down … we looked at them and he decided to run my VIN in their system to see which cables I needed. This is where I started to question things.

He said that the bike was a Shriner bike - Police package. It doesn't show options. It did show when it was sold, to a dealership in Utah … to a Police department. He said that someone must have bought a prior cop bike and dressed it up to look like a normal Ultra Classic. I'm standing there thinking no way. But, he confirmed the VIN number & with another counterperson there. Yup, system said Shriner - Police.

At this point, I started questioning everything I knew. Did the guy put one over on me? Is there a mistake in HD's system? Etc …

I ordered the right cable along with the correct controls to include the set button for cruise. Left dealership.

On the way home, I decided to call Harley Davidson customer service line. I worked for Mercedes-Benz as a technician for almost 20 years … I am pretty meticulous with maintenance and NEVER suspected anything wrong or saw any evidence of a color change/wiring out of place. But maybe I was wrong? Had to/have to figure it out. I'm questioning mileage, history, everything now.

The customer service rep verified what the parts counter guy told me, but was again limited on what he could tell me because prior ownership, etc would be against their policy to give out. I was hoping that IF it were a Police bike, that I could contact that city's maintenance department to get whatever records they might have. It's not like I can do anything … I own the bike and have to deal with whatever the facts surrounding it are. Nope, sorry … can't give anything out.

So, here I am. signed up for the forums to see if I can pick your brains to try and find out what I really have.

My VIN number is: 1HD1FLW164Y604176
I have determined thru HD that it's a 2004 Ultra Classic Shrine (FLHTCUI SHRINE) and that it rolled off the assembly line on Oct 9th, 2003 with "Solid Peace Officer" as color, which they determined was a Solid Dark Blue since it was the only solid color their system showed for FLHTCUI's. Problem is that my bike is black.

I am attaching pictures of my bike. I'm new to the site and not an avid Harley guy like some here … just looking for whatever help I can get/learn.

Busby, I would also paste this in the Touring section. You might get some more attention than here. Good luck, that looks like a nice bike.

the radio has been changed to a newer type harmon kardon as well.

Well it’s not a Shrine bike because they are only white or purple. Maybe they lump all the special bikes together in their system.

Unless they changed out the switches, it isn't a police bike because it doesnt have the red switches.

I would call Harley customer service, have your VIN ready, and maybe they can help you.

Your frame is indeed a FLHTCUI Shrine and it rolled off the York assembly plant in PA.

I wouldn't let all of this bother you too much. It looks like a nice bike. Harley owners are known for customizing and adding and removing stuff. That being said I do understand wanting to know what you have. I guess all the wires were there for the cruise switches. I also don't see intercom system switches. From the pictures it looks like it was stripped down to mimic a street glide. bumpers are gone mustache bar with spots not there, crash bar and saddle bag rails removed . good luck.

Don’t get confused …

The Peace Officer edition (and now the firefighter) share the Shriner vin code.

They are not police bikes for police service, they are the same bike anyone would by with special paint schemes and badging.

Having said that, as said, there is a lot changed on that bike.

Did you try CarFax?
