There are two little sleeves that go the end of those two bolts as they pass through the starter...if it was reassembled without them the starter will never tighten up. Can you get the bolts out? Those sleeves have to be put in from the primary side...ask me how know they'll only go in one way lol. I'd put some pb blaster on those bolts and,see if you can back them out to check that out.
