I'll like to hear the answer to this....
That bike looks like a 1968ish Harley FLH Touring, to include the saddle bags and the tour pak.... but the '68 FLH had a batwing fairing...
I was under the impression that the 1979 FLT Tour Glide, was the first frame-mounted fairing in the Harley line-up... so what/where that fairing is/came from, will be interesting to hear...

No it isn't , FLT's didn't roll around till 1980. That's a FLH with an aftermarket Vetter fairing harley rebranded and sold under the Liberator name. From what I can see it looks to be a 73 or later shovelhead.

Many years back there was a member here that knew Craig Vetter. I thought the fairing and it's history was pretty interesting, the design being a predecessor to the Road Glide and all, so I made a few positive comments or something.
Couple days later through this guy, Mr. Vetter offered me one of these fairings from his private stock of a few last remaining sets he apparently had after the factory burned down.
The price was super cheap as he saw me as an enthusiast who appreciated his work from the 70s I guess.
I ended up not purchasing it from him due not really having anything to put it on, but it would have been cool to have and would have been an instant conversation piece no matter what people might have thought of the design.
