No it isn't , FLT's didn't roll around till 1980. That's a FLH with an aftermarket Vetter fairing harley rebranded and sold under the Liberator name. From what I can see it looks to be a 73 or later shovelhead.

Sorry, but you are mistaken. Vetter did design and manufacture the fairing, but they were sent to Harley for installation on a 100% Harley model.
