If you have the right amount of oil and adjustment is done right and still can't hit neutral hot what you have is a worn clutch cable. Those cables wear out pretty quick. Even though they don't look like it.

I see how it's connected, but once the clutch is disengaged, the input shaft of the transmission is essentially disconnected with the exception of the hydraulic drag. So how does a primary chain being "too tight" cause difficulty getting into neutral??

Primary out of adjustment does not allow proper disengage. Like a really Hot women still being bitchy sometimes - It is just the way it is.
About 7,000 miles on mine and it has a mind of it's own. First of nearly 50 bikes I've owned that is difficult to get into neutral. I am going to try Redline next oil change as several friends have told me it worked for them.
OK. I don't have clutch issues and keep mine adjusted properly. You're welcome to do what you wish.
I don't think the problem finding neutral is really clutch related. If you had too much oil in your primary, then the drag could cause load friction in the trans. Based on my own experience, it was all just stickiness in the trans (I had issues shifting past neutral with the engine off too).
