Yes. If you are getting a 14 up style TP the bolt is part of the metal plate in the bottom of the TP...it's pressed in. If you got the older style TP there is an actual bolt that goes through holes in the metal plate.

Good to know,I thought I was gonna have to cut a pc.of plate and drill holes to go thru it.

By the way everything I posted is for genuine Harley Tour Paks. I don't know what the knock off ones come with. Just an FYI.
