Tour pak lid openning in strong cross wind
I have searched to find if anyone has had this problem but could not find anything. Yesterday on my way back home I had a strong crosswind, bout 30mph, out of the south while heading east. The wind was on the side with the tour pak latch. Twice the lid flew open while traveling about 70 mph.
Has anyone had this happen? Is there a cure without replacing the latch?

Mine did this once. It came open in a cross wind and broke the tour pac (older 99 Ultra). Hinges where damaged, and needed some fiberglass work.
In order to prevent it from happening again I started using the lock. On my 2013 one of my latches has some play and if I am going long distance I still lock it.

Down the coast near Corpus. I had plans to go back to CC today but just did not want to fight that wind again.

Never had your experience, but I did have a latch break. I was amazed at how much play (wear) had developed in the mechanism of the remaining old latch compared to the new one. As they wear, they get sloppy and don't hold the lid down as tightly and can slide off the metal lip they grab. Another option is to remove the latches and elongate the mounting holes downward and remount the latches. That will take up some of the wear and allow for gasket wear also. The real answer, replace the latches. People complain about the Harley latches frequently, there are after market suppliers but I have not checked any of them.
