Yup, I did that for a lotta years. Strap it down with a net and it isn’t going anywhere.
I usually don’t travel when that much chit anymore but if I need it I have a saddleman bag now that works well.

Tour Pack Bag
Look at road ready bags. They are waterproof and very reasonably priced. I have the rear seat bag and it has performed well on long trips.

After looking at all the aftermarket options, I just ended up going with the Premium Collapsible Luggage Rack Bag. I learned a lesson when I had to use the rain cover. It cinches down really good and it won't come off, but it rustles around in the wind and rubbed the paint on the tour pak. I was able to buff it out, but if I had known beforehand that it would rub the paint, I would have taken precautions. Overall, though, the bag held everything I needed on the trip, along with the saddlebags. I use the tourpak for my helmet, gloves, rain gear, etc.

I stopped using bungies long ago. I use nylon straps now. I bought mine form the now defunct Hellen-2-Wheels. Or you can just buy long enough straps, with nylon d-rings, to strap down what you need.
There are also roll top water proof side opening bags that will not leak. Amazon is your friend.
I was just thinking about my gear. My newest gear is 10+ years old.

I use a variety of different items: drybags, Cabela's Boundary Waters Duffel Bag, to motorcycle specific luggage like the Nelson-Rigg NR-300 Route 1 Traveler Tour Trunk Rack Bag.

We never travel without our saddleman tour-pak bag. Its so useful that its really not necessary to go into the tourpak 90% of the time and keeps everything organized with different size compartments. Plus its pretty weatherproof. I've never covered it during rainstorms and contents stay dry.
