If you set your sag at 1/3 of the travel on 13 inch shocks you should with the 1 inch lower front suspension, your geometry will work OK.
I lowered the front & rear 1 inch on my 2007 Road King and it worked just fine, the Bike in my avatar photo.

let me think about it. I put on the 1.5” drop block today and now there tight as a board. It did drop the bike to the height I like but not much give on the rear and I have the dial set on 1. I’m 210lbs so standard is where I’m at. I’m new to this forum I’m not sure how to find these reply’s. I went to my name and post of mine to see you have replied. I heard I can send the shocks to Legend and they will redo them with 12” specs. I’ve thought about going back with air ride also so that’s another option. Those will be Legdnds also if I go that route. I’m just pissed at my self for ordering 13’s when I should of went with 11’s or 12”. I hate I spent this much on these shocks and now there not what i expected. I’m going to try to readjust the damping since I added the drop block see how that goes. As you can tell I’m undecided what I want to do except scream. Lol I’ll let you know what I decide.

I would call legend first and foremost. See what they have to say then go from there
