When I had my 98 Fatboy I did the standard "Stage 1" if you can call it that, that most Evo owners did back then. EV-27cam, A/C, and pipes. Bolt-cut the stock pushrods, and go with adjustables. You don't need to mess with the springs as those cams aren't real high lift. You'll gain about 8-12 HP, depends mostly on what pipes you run.

EV 27..buy a set of adjustable or easy install pushrods, it will make the job a lot easier, springs should be fine.

Had a '98 RK and was in the same boat as you. I just wanted enough were I wouldnt be in second gear going over the high mountain passes here in Colorado. I sent the heads off to Bad Boyz in Maine to have it decked, polished and whatever other magic they did. Also put in a ev27 but a ev23 would probably work better. Adjustable push rods, gasket set are all you should need. 80 hp / 86 tq. Got 50 mpg and ran gooder. All for about 5-6 hundred bucks.
