if I turn the ignition switch on and off multiple times with the run switch on should i hear the fuel pump prime each time. right now when I do this in succession it on ly primes on the first turn on. I'm turning it on for 10 seconds then off for 10 seconds 5 times.

Don’t turn it on and off for ten seconds 5 times in a row, problem solved.
But, it is different depending on year and maybe some other things. I went out and tested on both of my bikes. 2011 Road King Classic and also a 2021 Road Glide Standard. The Road King has been flashed with a PV5 when I did stage 2, not sure if that matters.
2021 primes every time the switch is turned regardless of time.
2011 primes again after about 5 seconds, remember the ECM has been flashed.
The older Delphi ECMs originally had a 10 second timeout on the prime, I think it is stated in a service manual but mine for the 2011 is still packed in a box in the basement. If it is running fine, no worries.
