Default Rear tire size on 2004 Ultra classic

I'm trying to figure out why my father-in-laws 2004 Ultra classic doesn't have the same size rear tire as my 2004 Road King. Shouldn't they both be the same? I thought in 04 HD change the rear tire on all the Touring models???
Late last fall my father-in-law had his 04 Ultra, custom painted. Them just last week our local dealer called him up to see if he wanted to trade for a new 06. I guess they are have some winter special. If you buy any new 06 you get the 95" Big bore kit free installed out the door." Yeah Free my ***"
So anyway he told the sales Manager he would do it but he wanted to keep his old paint set and he would pay the diffirence to swap them out. So then the sale Manager told him it wouldn't work becuse Harley change the rear end in 05 and his fender wouldn't fit on an 06. I think he is full of CRAP. Or do you think his bike is a late 03 and a early 04? Has anyone ever heard of this?

It is true. '05 Ultra has larger / wider wheel & tire configuration. Sorry.

the tire on an 04 and later touring bike regardless of model is the same. a 140 instead of a 130 02 and 03 will also take this tire,

It should work just fine, have him check the part numbers between the years on the fenders, he might have to change a bracket or two, HD just doesn't change anything much that they can use year to year, and have him talk to one of the wrench's there instead of a sales guy.

Thanks for the info guy's.
I'm going over to look at his bike tonight, it's been put up for the winter. I just figured it would be the same as mine, I don't know why it wouldn't. Thanks again.....
