Angry 08 Recall very confusing

I had the recall performed on my RG today. They stated that the canister would be inspected and only be replaced if it was found to be defective (stress cracks etc). I was a little confused, so I read the recall letter again, sure enough it states the dealer will inspect and replace if needed.
I had always been under the assumption that when a manufacturer recalled a product, it was due to enough failures to cause a safety concern and would replace the part regardless if it failed or not. So did they really redesign this part?? If so, why not replace the part if the product was recalled?

Your bike was probably only inspected for "damage" to the part, and since none was found, it wasn't "fixed". Perhaps you got lucky with an original part that wasn't one of the defective ones.

The bulletin states "inspect decal with part number and date code on fuel tank top plate"

The canister is never inspected , you just pull off the console to check the part number to see if it needs to be replaced.

If pn# of top plate is 75069-08A or 75076-08A no replacement is needed. If it bears pn# 75069-08 or 75076-08 and has a date code of 267 7 (267th day of 2007) or later than no replacement is needed. They inspect the top plate before pulling it all apart. If none of the above applies then they HAVE TO REPLACE the shell irregardless of the shell's condition with the new part 62229-08A

As stated in the post by Newrench...I had the dealer check mine today and was found to be the new model (code 29x - forgot the last number) even though HD sent me the recall letter and the bike had a built date of October 2007.

They closed it up and I was out of there in 30 minutes.
