Yes fender and spacers...I'll even throw in the bolts and lock washers

 

I would say width wise you'll be ok. What you may want to since you have to repaint it is fill in the existing mounting holes and mock it up for your glide. If it appears to be any issue.

Ok failure to follow attention to detail....I had it mounted on a stock 2006, 16" street glide front wheel. Fit with no issues, but it will scare you. About 5/64 (about an nickel) gap on each side but plenty of of room vertically as the tire will grow at speed.
