Should the front wheel rotate freely?

Should the front wheel rotate freely?
Seems like a stupid question.
I put my bike up on a jack for the first time. (a J & S jack...thanks to finding it here @ the forum).
I rotated the front wheel, and although it will turn, there is slight resistance and sound as though the pads are touching the rotor....at least slightly. Should that be the case, or should the wheel spin freely with no sound or resistance?
Thanks as always.....

My did the same sounds like rotor and pad rub here n there, think it normal something to do the tire being balanced. unless your droped you wheel and hit one of the rotors. and it making long scrapn contact. I have changed my tire and brakes and after installing them back I always have minor rubbing. I guess if you are flyin threw front brake pads you got a issue.

I don't know if I have the "right answer" but both of my wheels do the same on my '10 Ultra Classic. I read somewhere here in the forums that the brake pads are supposed touch the wheels very lightly to help keep the pads clean and not build up with crap. There was also some tech talk along with it, but I don't remember what it was, lol.
Hopefully, someone with the "real right answer" will respond...

Your bike is a 2010 right how many times have your pads been replaced. If you replaced them more then 3 times you might have a issue if you replaced them twice you might ride alot or dont know how to brake. If you have not replaced the pads then check them (using a service manual) or take for a service check. Looking at the rotors will help too see the wear pattern. IMO oh yeah back pad n rotor mine has a slight rub.
