See Service Bulletin M 1248 dated July 13, 2009

Purpose

Harley-Davidson has developed a fork bracket that permits a

smaller turning radius which may be required for use by

some law enforcement agencies. Harley-Davidson is offering

this fork bracket as a no-cost upgrade to those law

enforcement agencies which may require the smaller turning

radius

As I recall, the frame change in 2009 altered the turning radius to the extent that completing basic police motor patterns was no longer possible, hence that service bulletin. It was rectified in 2010.

So if the cop accidentally misses the turn into the Dunkin Doughnuts, He will be able to make a rapid u turn to get in there quickly.

Same tires, Dunlop 407/408, standard 103 engine w/oil cooler essentially the Limited package but they do have a 50 AMP system and I think the standard is 30 AMP.

A lot of the models still in service are 96's.
