The instructions do not say how to set the time on the new tachometer, is this done thru the setup menu where you can enable and change colors etc?

It is done with the little black button. As I recall... Cycle to the clock, then hold the button longer until the numbers begin to blink. Push the black button to change the hour, then move onto the other numbers etc.
